"Project Contract Folder" Selected a FOSE "Showcase in Excellence" Finalist
DSA is prime contractor for web-based document management system.

RED BANK, N.J. - April 3, 2003 -- Project Contract Folder (PCF), a paper-free, totally web-based management and reference system has been selected one of the ten finalists in the Federal Executive Leadership Council Showcase in Excellence Award. Recognition will be given at the FOSE Show, April 9, 2003, Washington, D.C.

The U.S. Army's Electronic Initiatives Group (AEIG) of the Communications Electronics Command (CECOM) Acquisition Center, developed PCF for the management of Army acquisition-related documents, including a knowledge center reference library. PCF is a powerful, easy to learn friendly system to manage documents for individuals and groups, using a collaborative process, including review and approval steps with commentary and feedback

Using off-the-shelf software, Data Systems Analysts (DSA), the prime contractor in the development of PCF, customized and modified the software to improve communication and collaboration among work groups, leading to better collective decisions. PCF is in daily use by more than 300 contracting officers, specialists, engineers, and lawyers for the Army's CECOM Acquisition Center, as well as sister groups around the country who have a stake in the need for effective collaboration in the preparation of documents used in the acquisition process. In addition, these day- to-day users of government policies appreciate how PCF assists them to stay on top of current regulations.

The transformation from a paper-based to a technology-based process increases productivity, reduces document distribution costs and allows workers to access the system from office, home or on duty anywhere.

According to Kathleen Kirk, Vice President, DSA, "Not only is PCF a document management system resulting in multiple benefits to users in the Army acquisition community, but it has the potential to benefit all government entities with similar needs."

Moreover, PCF allows more efficient delivery of essentials to the warfighter. "This makes the award nomination especially meaningful to the talented men and women who developed this revolutionary system", states DSA President and CEO, Frances R. Pierce.
