Fran Pierce has been Chairman, CEO and President of DSA since 1991. Under her management, the company has emerged as a leader in enterprise-wide, mission critical information technology solutions. She joined the company as a System Design Analyst, having worked for RCA Corporation and Ford Aerospace where she designed and developed communications projects. Fran serves on the Board of Directors for the International Eye Foundation, an organization dedicated to the promotion of peace through the prevention of blindness. She also serves on the Rowan University Dean of Engineering’s Advisory Council, and is a member of the Clinton Foundation’s Entrepreneur Mentoring Program.
With over forty years’ experience both domestically and internationally, Fran has received numerous awards and is recognized in the commercial and government sectors as an industry leader.

Foley, Chief Financial Officer and Treasurer |

In his capacity as CFO and Treasurer,
John Foley is responsible for the management
and direction of the company’s finance
and contracts organizations. John has spent
much of his career at Lockheed Martin Information
Systems and Global Services where he held
a variety of positions including Finance
Transformation Director, Pricing Director,
Accounting Manager, Post-M&A Integration
Project Manager, and Proposal Specialist.
He also worked for eBay (Half.com) as Senior
Business Analyst, Business Intelligence and
was most recently employed by CIGNA Corporation
as Business Finance Officer for their Shared
Service functions.
John has a Bachelor of Arts in Communication
from Rutgers and an MBA in Finance, also from
Rutgers.

Roger
Salomon, Chief Information Officer |

Roger Salomon is DSA’s Chief Information Officer. Roger began his
career with DSA in 1971 as a software engineer,
having working in similar positions at ITT
Defense Communications Division and NJ Bell
Telephone. He worked primarily in Europe (England,
Germany and Holland), acquiring and managing
international projects for DSA’s European
clients for over 20 years. Upon his return
to the U.S., Roger’s responsibilities
were expanded to include domestic clients,
including the U.S. Army at Fort Monmouth.

Powell
Arms, Corporate Secretary |

Powell Arms is Secretary of the Company, Member of the Board of Directors, and Trustee of ERISA Plans for DSA. With over forty years' experience in the computer industry, Powell began his career as staff mathematician within an engineering manufacturing division of Litton Industries designing rotary components for aerospace vehicles.
Powell received a B.S. in Math from Allegheny College and an MSE in Computer and Information Science from the University of Pennsylvania.

RJ Kolton, Senior Vice President, Business Development |

Randy J. (“RJ”) Kolton serves as DSA’s Senior Vice President of Business Development. In his role, RJ is responsible for planning, implementing, and managing DSA growth strategies and business development (BD) operations. He manages the DSA BD staff and focuses on sustaining and expanding current business services, identifying new market segments for growth, and developing new products and services.
RJ received a Bachelor of Science from the U.S. Military Academy, West Point, New York; a Master of Arts, History from the University of Texas, Austin, Texas; and a Master of Military Art and Science, Strategy from the School of Advance Military Studies, Ft. Leavenworth, Kansas.

Bill Jones, Vice President & General Manager, Integrated Solutions Group |

As Vice President and General
Manager of DSA’s Integrated Solutions
Group, Bill Jones manages the company’s
operations in the DC Metro and Midwest Regions.
He directs support to DSA’s customers
in building innovative solutions that improve
performance in all critical mission areas
of the information technology spectrum. He
joined DSA in 1995 as a Lead Engineer, having
served as a Communications and Electronics
Officer in the U.S. Army for twenty years.
He serves as the Executive Vice President
of the Fort Belvoir Chapter of the Armed Forces
Electronic Communications Association (AFCEA).
Bill has a B.S. degree in Business and Computer
Science from the University of Maryland, an
M.S. degree in Systems Technology with an
emphasis on Joint Command, Control, and Communications
from the Naval Postgraduate School, and an
M.S. degree in Systems Engineering from George
Mason University.

Charles
Cooks, Vice President, Intel, Civil
and National Security Programs |

Charles Cooks is responsible
for strategic planning and service delivery
for Intelligence Community and Civil Agency
customers. As such, he manages the company’s
support to the sixteen-member U.S. Intelligence
Community, and oversees IT services and information
assurance support for U.S. Civil Agencies.
Charles manages DSA’s Network &
Information Assurance (NIA) Practice. He also
directs corporate business initiatives associated
with assisting federal customers and their
affiliates in achieving compliance with Federal
Information Security Management Act (FISMA)
regulatory requirements.
Charles has a B.S. degree in Computer Science
from Jackson State University and a graduate
Certificate in Telecommunications Operations
& Acquisition Management from the U.S.
Air Force Institute of Technology. He also
holds a Diploma in U.S. Military Operations
and Command & Control Planning from the
U.S. Army Command and General Staff College,
and a Skill Certification in Command &
Control Planning from the National Defense
University.

Kathleen Kirk, Vice President, Strategic Solutions Group |

Kathleen is Vice President of DSA's Strategic Solutions Group. She also functions as the lead for the Technical Management Division for the U.S. Army Program Executive Office Command, Control, and Communications Tactical (PEO C3T) Military Technical Solutions Office. She leads the development team that created milSuite, a DoD-wide, secure, social networking solution, which currently has over 270,000 users and includes milwiki, milBook,
milTube, and milBlog. She also leads the team which implemented one of the largest SharePoint instances in the Army.
With over two decades of experience in Information Technology in government and industries such as National Defense, Aerospace, Pharmaceutical, and Telecommunications, Ms. Kirk has held positions in Program Management, Software Development and secure network architecture and operations.

Andrew Levine is the Program Manager and Business Intelligence Administrator for the Army Contracting Command at Ft Dix, NJ. Andrew manages the DSA team supporting the Virtual Contracting Enterprise (VCE) for the ARMY acquisition initiatives. Andrew is responsible for overseeing software development and sustainment for all applications within the VCE, a suite of tools that focus on streamlining business processes, providing oversight on contracting activities, contract and personnel management, workload distribution, resource allocation and contract document storage.
Andrew has a B.A. in Geographic Information Systems (GIS) from Rowan University. Andrew, who began his career with DSA in 2005, has been supporting the federal government since 2001 and the ARMY acquisition community since 2002.

Ray has over 39 years of progressive experience in business development, management, operations, and maintenance of telecommunications and computer networks. Mr. Wilburn has extensive P&L and program management experience having successfully managed profitable worldwide geographically dispersed organizations with over 180+ personnel under multiple contract types (T&M, Fixed Price, and Award or Incentive Fee).
Ray has an Education Masters (EDM) in Human Resources from Boston University and holds BS in Industrial Technology (BSIT) and BA in Mass Communications (Broadcasting) from Eastern Kentucky University.

Marie Meyers is responsible for overseeing DSA's Human Resources Department.
Marie is a Senior Director located at DSA's company headquarters. She manages a team of Human Resources, Recruiting and Security professionals who serve across DSA's lines of business. Marie's role is essential to ensuring that DSA provides a premier employment experience for our DSA Team and the best talent to solve our customers' evolving needs. She is responsible for administering, developing and effectively communicating policies that are compliant with employment laws and corporate initiatives as well as overseeing employee development and employee relations.
Marie holds a B.S. degree from The Pennsylvania State University and attended graduate school at Drexel University and Rosemont College in Philadelphia

Bill Player, Senior Director, Integrated Solutions Group, Business Solutions |

Bill Player is responsible for DSA business cultivation, growth and management within DISA and the US Air Force. Since joining DSA, Bill manages programs and oversees business interactions from DSA’s Fairfax VA and O’Fallon, IL offices. He has led successful teams, supporting such efforts as Net Centric Enterprise Services (NCES), Defense Message System-Air Force (DMS-AF), Global Electromagnetic Spectrum Information System (GEMSIS) and Advanced Computer Flight Planning (ACFP). Bill joined DSA as an Operations Director in 2004, bringing his operations from Northrop Grumman and in-progress work at DISA and the Air Force Communication Agency to DSA. He was promoted to Senior Director in 2008.

Michael Brandischok, Encore II Director |

Michael is the Program Manager for DSA’s most successful IDIQ contract, Encore II. In his role, he is responsible for working closely with Encore II teammates and supporting business opportunities utilizing this contract vehicle. Michael also manages Task Orders and proposal efforts and uses his background in sales and business development to identify new business in and outside of the Encore II contract vehicle for DSA.

Cindy Scott started her career with the U.S. Navy taking on increasing responsibility until she held the position of Contracting Officer. She also was the Contracts Director for Air Products, supporting numerous customers including the Department of Energy. Ms. Scott held the role of Contracts Director for a $3B global business unit at Lockheed Martin while managing a 50+ contracting staff from all over the world.
Ms. Scott graduated magna cum laude with a B.S. in Math/Computer Science from Gwynedd-Mercy College, and holds a Master of Business Administration from LaSalle University.

Mike Donovan, Senior Director, Strategic Solutions Group |

|
Mike is a Senior Director for the Strategic Solutions Group (SSG) supporting Army and Joint customers. As Kathleen Kirk's Deputy, Mike oversees programs and strategic initiatives within the business unit. He currently supports the Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD) as Program Director managing a large Knowledge Management effort. This effort includes the development of enterprise knowledge management strategies and capabilities to improve knowledge capture and dissemination. Mike directed the development of a DSA Lean Six Sigma / Continuous Process Improvement program to help both DSA and customers find efficiencies and cost savings through process improvement.
Mike has a Master’s Degree from the University of Virginia in Management of Information Technology and a Bachelor’s Degree in Business Administration from Ferrum College. He is CompTIA Security+ certified and also holds a Project Management Professional (PMP) certification from the Project Management Institute (PMI).
